Multifamily Property Management in Colorado Springs, CO

Colorado Springs has evolved from a mid-sized military hub into one of Colorado’s fastest-growing metropolitan areas — and the multifamily market has followed. The metro area population reached approximately 709,000 in 2025 and continues to grow, supported by a diverse economic base anchored by defense and aerospace, a strong military presence, and steady in-migration of professionals, remote workers, and families seeking a high quality of life at a lower cost than Denver (Pikes Peak Housing Network, 2026). That long-term demand story remains intact.

At the same time, a significant wave of new multifamily construction delivered more than 6,000 units in 2024 — approximately 10% of the existing inventory — pushing vacancy rates to around 8.3% and rents down roughly 3.4% year-over-year on one-bedroom units by year-end 2025 (Colorado Springs Gazette, Feb 2026; Pikes Peak Housing Network, Feb 2026). That supply wave is now winding down sharply: only approximately 2,800 units remain under construction, concentrated in select western and northern submarkets. For owners of existing multifamily communities in Colorado Springs, the opportunity is in operational execution — pricing, leasing, tenant retention, and compliance — while the market rebalances.

Hello Management specializes exclusively in multifamily and build-to-rent community management across the Front Range. Our systems, vendor relationships, and team structure are built for apartment complexes — not divided across single-family rentals, HOAs, or commercial management.

Owner-Operators Managing Your Investment

Hello Management was co-founded by Levi and Kelsey Weber — Colorado State University engineers who became multifamily investors in 2018 before building the management company they wished had existed when they were the client. Partner Sean Holamon brings an institutional layer to the team: a Petroleum Engineering graduate from Texas Tech who spent over a decade as a high-volume multifamily broker and investor, closing more than 150 transactions totaling over $1 billion in volume before turning his full attention to management. Together, our team brings the owner-minded perspective that Colorado Springs investors deserve.

Technology-Forward Operations, Real-Time Reporting

We operate on AppFolio — the multifamily industry’s leading property management platform. Through the Owner Portal, Colorado Springs property owners have 24/7 access to financial statements, maintenance logs, occupancy data, and budget performance. Tenants submit maintenance requests online, and our team tracks resolution from dispatch through completion. Digital-first operations reduce friction, improve transparency, and allow us to move faster than the market demands.

Proven Results — Documented in Our Case Studies

Our outcomes are a matter of record. On a newly constructed multifamily property struggling to secure its first leases, we signed three leases within the first week of management through targeted digital marketing, personalized tours, and immediate response to prospective tenant inquiries. On a pre-1950 vintage Denver property at 80% occupancy, we reached 100% occupied within six weeks with rents $75–$100 higher per unit. On a 50+ unit community with less than 80% occupancy and a major infrastructure failure, we resolved the structural issue in one week and hit 95% occupancy within two months. These are the standards we bring to every Colorado Springs engagement.

Colorado Landlord-Tenant Law: What El Paso County Owners Need to Know

Disclaimer

The information below summarizes Colorado state landlord-tenant law as of 2025–2026 for general informational purposes only. Laws change frequently and local ordinances may apply. Hello Management is not a law firm and this is not legal advice. Property owners should consult a licensed Colorado attorney for guidance specific to their situation.

Colorado's landlord-tenant framework has evolved significantly in recent years. Owners of multifamily properties in Colorado Springs and El Paso County need to stay current — and Hello Management tracks these requirements as part of our standard operations.

ServicesColorado Law — Current as of 2025–2026
Security Deposits

Maximum: 2 months’ rent (plus up to $300 refundable pet deposit). Must be returned within 30 days of move-out (or up to 60 days if lease specifies). HB25-1249 (2025) added new protections: landlords cannot retain deposit for pre-existing damage, and are liable for damages for wrongful retention. (C.R.S. § 38-12-103; HB25-1249)

Eviction — Just Cause

HB24-1098 (effective 2024) requires landlords to have 'just cause' for eviction and nonrenewal in most cases. Just-cause grounds include nonpayment of rent, material lease violation, criminal activity, and other specified reasons. Self-help evictions (changing locks, shutting off utilities) are illegal under Colorado law.

Eviction Notice Periods

Written notice required before filing. Notice length varies: tenants residing < 1 month: 7 days; 1–12 months: 21 days; 12+ months: 91 days (for no-cause terminations). For cause (nonpayment, lease violations): 10-day notice to comply or vacate. After notice period, court filing required.

Habitability (Warranty)

2024 updates strengthened the warranty of habitability. Landlords must begin repairs in good faith within 24–72 hours depending on the type of issue after receiving proper tenant notice. Failure to comply can expose landlords to tenant remedies including rent withholding and court-ordered repairs. (C.R.S. § 38-12-505)

Rent Increases

No statewide rent control in Colorado. For month-to-month tenancies without a written rental agreement, landlords must provide 60 days’ written notice before increasing rent. (C.R.S. § 38-12-701(2)(a)). Rent may only be increased once per 12-month period during active occupancy.

Entry Notice

Colorado law does not mandate a specific entry notice period, but 24 hours’ advance notice in non-emergency situations is standard practice and recommended. Lease agreements often specify notice requirements.

Income Screening Limits

Landlords cannot require prospective tenants to have an annual income exceeding 200% of the annual cost of rent. Landlords also cannot consider or inquire about source of income in a discriminatory manner. (SB23-184)

Tenant Screening Reports

HB25-1236 (2025): Changes to portable tenant screening reports. Prospective tenants using a housing subsidy are not required to include a credit history report in their portable screening report.

Military Tenant Protections

Under the federal Servicemembers Civil Relief Act (SCRA), military tenants called to active duty can terminate a lease early without penalty with proper written notice and a copy of military orders — a key consideration for Colorado Springs owners near military installations.

Lead Paint Disclosure

Properties built before 1978 require EPA lead paint disclosure, an approved information pamphlet, and tenant signature acknowledgment. Federal requirement — applies statewide.

AG Enforcement (2025)

New 2025 legislation gives the Colorado Attorney General civil and criminal enforcement power over landlord violations of Title 38 C.R.S. A receivership mechanism is now available as a remedy for multifamily property violations. (Spencer Fane 2025-2026 Legislative Update)

Frequently Asked Questions — Property Management in Colorado Springs

1:  Does Hello Management specialize in multifamily properties in Colorado Springs?

Yes. Multifamily and build-to-rent (BTR) community management is our sole focus. We do not manage single-family rentals, HOAs, or commercial properties. Every system, vendor relationship, and process we operate is optimized for apartment complexes and multifamily communities across Colorado Springs, El Paso County, and the broader Front Range of Colorado.

2: What Colorado Springs neighborhoods do you serve?

We serve the full Colorado Springs metro and El Paso County, including Downtown, Old Colorado City, Briargate, Rockrimmon, the Powers Corridor, Stetson Hills, Banning Lewis Ranch, the Broadmoor area, West Side, Fountain, Security-Widefield, and communities near Fort Carson, Peterson Space Force Base, and Schriever Space Force Base. Contact us to confirm coverage for your specific property location.

3: What is the current rental market like in Colorado Springs?

Colorado Springs finished 2025 with a vacancy rate of approximately 8.3%, driven by over 6,000 new units delivered in 2024. Average one-bedroom rents were around $1,395/month at year-end 2025 — down about 3.4% year-over-year. The supply pipeline is now winding down to roughly 2,800 units under construction, concentrated in western and northern submarkets. As new deliveries slow and the city’s population continues growing, the market is expected to gradually stabilize through 2026. Military-adjacent and UCCS-proximate submarkets continue to show the strongest demand. (Sources: Pikes Peak Housing Network, Colorado Springs Gazette, Feb 2026)

4: Are there special considerations for managing properties near Colorado Springs military bases?

Yes. Properties near Fort Carson, Peterson Space Force Base, and Schriever Space Force Base benefit from consistent demand driven by military personnel rotation, but owners must be aware of the Servicemembers Civil Relief Act (SCRA). Under the SCRA, military tenants called to active duty can terminate a lease early without penalty by providing written notice and a copy of their orders. Hello Management tracks SCRA obligations and ensures lease language is compliant.

5: What Colorado landlord-tenant laws should I know as a Colorado Springs property owner?

Key requirements: security deposits are capped at 2 months’ rent and must be returned within 30 days of move-out (HB25-1249 added further protections in 2025); HB24-1098 requires just-cause grounds for eviction and nonrenewal; Colorado’s 2024 habitability update requires repairs to begin within 24–72 hours of notice; rent can only be increased once per 12-month period, with 60 days’ written notice for month-to-month tenants. 2025 legislation also gave the Colorado Attorney General new enforcement powers over landlord violations. Hello Management stays current with all applicable law — but property owners should consult a licensed Colorado attorney for legal advice specific to their situation.

6: Does El Paso County have its own landlord-tenant ordinances beyond Colorado state law?

Unlike the City of Denver, which has its own Residential Rental License program, El Paso County and the City of Colorado Springs do not have an equivalent local rental licensing requirement as of early 2026. Colorado state law under C.R.S. Title 38, Article 12 governs landlord-tenant relationships in Colorado Springs. Owners should verify current local requirements with their attorney or the City of Colorado Springs, as regulations may change.

7: How does Hello Management handle maintenance for Colorado Springs apartment complexes?

Tenants submit maintenance requests 24/7 through our AppFolio resident portal. We triage, dispatch from our vendor network, and track completion through resolution. Emergency situations are addressed outside regular business hours. We conduct regular proactive property inspections to identify issues before they become costly repairs. We have managed millions of dollars in multifamily renovations and capital improvements across the Front Range.

8: How does financial reporting work for Colorado Springs property owners?

Property owners access financial reporting 24/7 through our Owner Portal, powered by AppFolio. Monthly statements cover rental income, expense line items, maintenance costs, and budget performance. We prepare annual budgets and conduct financial forecasting. For owners with properties in both Colorado Springs and other Front Range markets, we provide consolidated portfolio reporting.

9: What results have you achieved for multifamily owners?

Our published case studies document specific, verifiable outcomes. We signed three leases within the first week of taking over management of a newly constructed multifamily community that had been unable to gain leasing momentum. On a pre-1950 Denver multifamily property at 80% occupancy, we reached 100% occupied in six weeks with average rents $75–$100 higher per unit. On a separate self-managed Denver property at 80% occupancy with deferred maintenance and tenants without leases, we achieved 100% occupancy at 10% above prior rents. We apply the same disciplined approach to every Colorado Springs engagement.

10: What makes Hello Management different from other Colorado Springs property management companies?

Three things: we specialize exclusively in multifamily and BTR — no single-family rentals, no HOAs, no commercial; our founders and partner are experienced multifamily investors and operators themselves, so we manage from an owner’s perspective; and partner Sean Holamon brings over a decade of institutional multifamily expertise with 150+ transactions totaling $1B+ in volume, which most Colorado Springs management companies simply cannot match.
